The problem is the uplay games all have the same issue - most controls work, I can look around, fire weapons etc, but the moment controls don't react.
the shortcut looks wrong to me ... it's launching Uplay then the game via Uplay. if it's Uplay, you need to add the game's executable to Steam as a non-Steam game, then you should be able to create a controller profile for that game. They are Uplay games. I bought the game on Uplay ( actually no, I bought it for peanuts and have to use it on uplay because that is my way of supporting great companies "who respect their customers" like Ubisoft ). If Uplay doesn’t recognize your controller but in other apps it works, check for any in-game controller settings when you start a new game.

I have many Uplay games, most bought through Steam, but Ghost Recon Wildlands is through Uplay (freebee with video card purchase, Nvidia only redeemed via Uplay), I have no problems with any of them with the SC/link and do not have VirtualHere. In Far Cry 4 I tried changing the controller profile from XBox to PS4 and also Auto, but they all act the same. (Sure I did that before!) actually, just add Uplay as a non steam game but still launch using the game's non steam shortcut, for some reason having Uplay in steam makes it work (maybe it sees it as part of steam). I'm afraid I've tried everything and for some reason can't get it working. I'm not sure VirtualHere is going to help, as xbox controllers, and even now old xbox 360 steering wheel work great on the link with steam games. I may test controls through the Link with AC Brotherhood (Steam UPlay hybrid version) if I get the time (no guarantees), but have you tried using the Gamepad template for the Steam controller and mapping the controls inside the game with the help of a keyboard and mouse (not to map to keyboard/mouse, just to help with selecting things since I've noticed with AC2 that until gamepad/controller controls/profiles are enabled, they don't have any input). But uplay games will not control properly.
then try launching the game using that Steam shortcut, after creating a Steam Controller config under Manage Shortcut (uncheck the xbox controller support if using SC). if it's a different controller, I don't know since I only use the SC. I've never seen an exe file for any uplay games! not sure how to advise you at this point. in Steam's small or large mode, go to Games on the top bar and select Add a Non-Steam Game to My Library, then find the FarCry4.exe (if it's not already in the list, browse to the game's 'bin' folder to find FarCry4.exe) and add that. I remember that being one of the fixes early on. Most games have gamepad support these days and should work fine with the Gamepad or Gamepad With Camera Controls configuration. uPlay PS4 controller help needed.
